The City of Helsinki: Using carbon footprint criteria to promote sustainable public procurement

This action will promote a low-carbon procurement in the City of Helsinki and pilot using carbon footprint criteria and calculation methods as a part of real tendering processes, such as building, transport, foodstuff and ICT-equipment procurements.

The action aims for successful examples and applicable tools which will further the development of the sustainable procurement.

The goal of Helsinki is to be carbon-neutral by 2035. Helsinki has the opportunity as a significant procurer to promote development of more climate friendly solutions among products and services. By acknowledging the climate and environmental impacts that can be involved in the procurement process, Helsinki can gain significant emission savings.

From mapping the procurement groups to sharing best practices

The first step is to estimate which service and product groups on city procurement have the most significant impact on climate. The selection of the pilot cases are done within these procurement groups following the tendering timeline of city of Helsinki. Within pilot cases it is then examined, how the carbon footprint can be included in the procurement process, regarding the whole cycle of the procurement.

The cooperation and active market dialogue with private companies, research institutes and other municipalities and cities is a key for succeeding in a low-carbon procurement.

The procurement process of the pilot cases will be well documented for assessment of the results and sharing best practices. The impact of the procurement cases is evaluated, including the achieved objectives and emission savings.

The best practices are disseminated actively and trainings, guidelines and tools are arranged to increase the knowledge of the procurers. The goal is that similar procurements can be accomplished also in other cities and municipalities of Finland.

This action promotes sustainable procurement and thus directly implements Helsinki City Strategy and the Carbon-neutral Helsinki 2035 action plan.
